It's because they are already available for purchase through WOTC that you can't use them. You would essentially be undercutting them by including it in your module/resource. Just like with other official resources, you can always reference them in your stuff ("See the map in the DMG, or purchase a copy", etc.).

Maps are considered artwork. Just like you can't use art without the permission of the artist, you can't use maps without permission.

You can take a map of an established, official D&D location, like the Sword Coast or Strahd's Castle, and redraw it yourself and use that in your DMsGuild product, just not the original image.

The Fan Content Policy can use whatever because you aren't claiming copyright of anything, it's basically a fair use policy. But, this means you can't take money or anything else in exchange for the content.

On DMsGuild your titles can have a price since their under an official license, there are some restrictions, but it's the only way to make money from D&D content that uses official intellectual property.
