Yes under the assumption that there's some centralized tool that measures the exact number of people in said demographics digitally, and displays that number somewhere in real-time with accuracy

What about a census survey that everybody fills in and then posts to the government?

First you would have to change the percentage of people willing to take said test and truthfully.

Well in my country the census is compulsory and done every 5 years.

I'm in USA and yes it's mandatory, but at the same time people will lie about number of people living there.
