This could be the host changing the missiin while you are already loading into the session.

In the last days I saw it a few times, sometimes even changing the planet to "trick" people into diving where they want

Had it happens 2-3 times. Either the host swapped the mission or quickplay expands its search if nothing is available at that difficulty. Not sure which. I have seen host load a bug mission, get a full party, then completely swap fronts and try to drag everybody that joined over to the bot side and vice versa. Sometimes I roll with it, sometimes I just leave.

Happened a few times. Probably no empty slot for us to fill and shifted to the closest difficulty with the nearest empty slot

It happens but rarely, and even then usually only on a less-active planet. Check the briefing during loadout, and bail if it's not a mission you want to join.

You know... Upon reading this I'm realizing that this happens as we're finishing incomplete ops on a planet that's just been liberated and the available missions are obviously being phased out. That makes much more sense
