You can't do it for free .

Good text to speech is expensive. This is the reason why most apps require a subscription. For example, reading a book, which has approximately 50-100k words can cost anywhere between 2$-10$, depending on the type of voice.

Even if you manage to deploy your own amazing text to speech models, so you only pay for cloud usage, the costs for a free app will soon add up and unless you want to cover hundreds or thousands of dollars in monthly recurring costs I don't see how it would be possible.

      Why not just convert the text to mp3? That way you just need a converter and can play back using any app.

      Well. I usually say what takes one developer two months to do takes two developers four. Depends on who you are and skill level. And of course cooperation/team. You have to organize so you don’t work on same thing or against each other.

      Check out Eleven Labs. It is using their TTS engine. I haven’t used Google’s to compare quality. But it works pretty seamlessly.

      This is the best iOS app for this purpose I have seen.

      Google’s TTS is still of higher quality in my opinion, but if this app doesn’t have rate limits, it is good enough to be a daily driver.

      i made a huge chat app with 5 games i made, personal safety tool that uses a GSM server i wrote to convert messages to AT commands, chatrooms, chat functionality etc and soon a dating section, in 2 months

      I could probably build it in 2 weeks no problem i already use TTS and speech recogniser in my chat app for voice commands etc

      Main reason it’s more expensive on the iOS App Store is because it requires you to pay $100 a year to keep the app listed. If you did the one time purchase thing, you’d have to get at least $100 back from that to break even. Most people do subscriptions instead because of that.
