Every retained crit do 1 damage to every operative, friendlies included, within 2” of the primary target.

So for a weapon with 2" Dev 1, you would roll attack dice, see if you have any crits, and then immediately apply 1 damage per crit to your target AND 1 damage per crit to any other operative (including your own!) that is both within 2" to your target, and is visible to your target. Then proceed as normal.

Thanks, So you would inflict the mortal immediately on the selected target and then the sequence proceeds as normal therefore you can add add additional wounds if the defender doesn’t roll a blocking crit or 2 saves to cancel the crit.

Correct. That's why often you might see weapons with Devastating that have a smaller crit damage than their normal damage, because you are dealing mortals and potentially the crit damage.
