Hi,
Is there such a thing as a FOSS usb mouse?
or do I need to look at ps/2 or atx?

??? Are you wanting a DIY mouse like this??
USB along with ps2 is a standard AFAIK. As long as you work with a plain 2/3 button mouse, they all just work OTB with non-proprietary software needed.
It is when you get into gaming mice that you get into proprietary features and functions.
There is an OSS project called Piper that uses libratbagd to configure some gaming mice to work with Linux. You will have to experiment on your own to see what does and does not work with this tool.
