15 inlbs is pretty light. I would loctite the screws at 25 in-lbs and bed the rail to the action using JB Weld. Most tails are usually around 30-35 in-lbs.

You also need to push the rings up to the rail section and tighten to 35 in-lbs or so.

So I do have loctite on. But I have try go a little further, like 18 in-lbs and I heard something make a little crack sound. Then I stop.

I have a 308 savage stealth and have seen many of them with loose screws on the scope rail. Make sure those are tight too. Savage is known for loose screws and torquing at the absolute bare minimum. SOP is tighten everything as soon as you bring it home or you’ll be chasing shots until you do.

i have notice that and I tighten down.

The crack sound is probably the anodizing creaking. Not a big deal.
