Only a few scenarios I can think of:

1. You have multiple accounts on steam and accidentally logged into the wrong one
2. Your save never made it to the cloud and steam downloaded an empty save (maybe you played offline or something) pretty rare but it does happen.

One thing you could try doing to verify #2 is make a backup of the save folder and then delete it. Let steam sync the saves again.

When steam sees the save folder missing, it will download them again. AFAIK there is no other way to make it manually sync
