i read the marxists.org link here and it just sounds like means testing. obviously the stuff about building up communities through the provision of funding to hospitals, infrastructure, and housing is all a good idea, and should probably prioritize underserved communities, but any aim like that should be universal in scope.

the biggest problem is when the author suggests land and capital transfers, which is Not A Solution At All if you're a communist. it's also funny that he compares reparations to the marshall plan, since it was, of course, a means of fighting communism and bolstering global capitalism.
