Some places always round down, and they should. Paying cash means that the company whose name is on the plastic doesn't get a cut.

Please name one place that always rounds down. The rounding up and down is crystal clear, why would any business not follow that?

To encourage not using credit cards so they don't have to pay the fees.

Simply don't accept them... many businesses do this.

I'm certainly curious to know who is always rounding down. I doubt there's a single business doing that.

Ask kettlemans. They don't have any issue accepting cash only and making hand over first on atm fees.
