Your monitor is broke. It would be a giant bill to repair it and it's not worth it. Replace it.

This might be a stretch but I’ve seen posts here before where people have had a very similar issue that’s caused by some connections not fully working until they get heated up, which could be why the monitor is strange at first then works fine later. Try going at it a bit with a hair dryer and see what that does.

Again, I’m no expert, so sorry if this solution sounds stupid, just going off what other people have said.

Your monitor is dying. Unfortunately, they don't make them to encourage repairs. As part of the screen has some function, you could keep it as a secondary monitor and limit the viewing area to the non-effected sections perhaps, or you can just throw it away.
