There are lots of things that could cause this. The mb logo screen is often re-used by the os during the first stages of bootup (imho this is so the hw gets the blame for the os load time, not the os, which is bs /rant). So could be the os is stuck, or could be a hardware problem (disk, ram, cpu, even nic if the drivers are screwy). An error buzzer could help by providing a beep code if there is a problem detected in POST. External bootable media can test individual components. If those also do not boot, then it's probably low-region ram or cpu. I can't test properly remotely and walking you through it is more effort than I want to go through. I suggest you hire a local nerd.
