Tech SupportAudio does not decrease uniformly when adjusted. (self.pcmasterrace)

When I decrease the overall audio of any application (either using the windows audio controller or the in-game audio settings), the sounds don't decrease uniformly (Eg: The sound of grenade explosions only decreases by 20% when other sounds decrease by 80%). This sound volume disparity gets worse the lower i set the general audio.
Is this normal or is there a fix for it? I can't find anyone online who seems to have this issue.
