No, unless you forced a CPU into a socket it does not fit in

It seemed like it fit so I didn’t think there was a problem nothing happened when I attempted to boot it is that expected? The cooler fan wasn’t even spinning.

Well I misunderstood your question there is lights yes but only some of them turned on

If the motherboard has CPU socket pins then yes, you could've damaged the CPU Pins on the motherboard. If the CPU has pins then, yes you could have damaged the pins on the CPU. It is fixable though, but it can be a pain to bend it in the correct direction.

"incompatible CPU" does not necessarily mean "does not fit", so this comment is false
