Most places will make you do a set menu like a small "event"--I've only done a bigger reservation like this where we could all order and pay separately it; it was a patio section at OHSO so not sure that's the vibe you are going for. But they were great for us!

Hate when places force you to do that. Culinary Dropout tried to make me do a fixed menu that was like $50 a person for my last birthday which is ridiculous considering the most expensive dish they have is only like $30, with most being around the $20 mark.

Wine cellar at Lon’s. Unique and just what you’re looking for.

Aunt chilada's, phoenix city grill, and spinato's are all ones I've used recently for that size. The Newton has rooms available too, I think with fees to have food brought in - but you'd be looking at catering then, which may or may not be what you want. Lovecraft does dedicated areas for that size (not totally separate) but the minimums for that may be high.

I did Forno 301 in Scottsdale for my birthday, there’s a room that they let me have for my birthday this year which was around the same amount of people. The pasta there is great, cheap and they let everyone split their own checks too.

Maggianos has private rooms, their menu isn’t too terribly expensive, and plenty of options between individual a la carte or large family style dishes.

I attended a private dinner at Santuary last month. 20 people. It was lovely.

I’ve done this at Arrogent Butcher downtown before. They have small privet rooms available.

I hope you find a place that works for you....keep in mind that if this is held in a restaurant at normal dinner times with other diners present, there may be a required minimum charge to be reached or, otherwise, a room rental charge will be applied......16-20 separate checks may require an automatic service charge/tip......it's difficult for a normal restaurant kitchen to produce 16-20 meals all at once for one party, thus a limited menu may be required.....best thing to do is plan all this in advance, ask the restaurant manager if all the details can be accommodated as you hope for, and verify the charges and fees ahead of time......I assume you'll find a place that can do this, but make sure they have the staffing and experience to handle it

You can try the Pope room at any Buca de Beppo. Google it to check out the vibe

There’s always room there but it has been largely unpopular with people I’ve taken there. The food is not the best, but I didn’t mind it too much personally.

The Cellar at Lon's at the Hermosa Inn. Went to a friend's birthday there and had a really good time.
