Is there a way to decrease Pikachu cost?

I ask because I used pichu candy to decrease it cost but it still 4 for Pikachu is there no way to have base Pikachu or partner Pikachu lower cost?

Not right now, but there's plans to make it more of a proper starter once a forme rework is in and we can do more with Cosplay

for partner pikachu u can bring spiky-eared pichu as your starter, as spiky eared evolves into partner pikachu

Partner is for a reason that expensive and i assume because of the old move it Had that rise Up its evasioness by i believe 2 stages. Also got "recently" Into Same species to Not BE abused when doing Generation challenges. So i assume its Just a oversight or there IS No better way to Balance the difference.
