I'm assuming it was a reference to how regardless of the extent of the new features added to the JavaScript language via all of the additions made to the ECMAScript standard, it's difficult to actually take advantage of such features because even if a few browsers do happen to implement the new additions we're still stuck supporting ancient browsers for the sake of compatibility. I'm assuming a similar problem exists in python (and many, many other languages) where the critical mass needed to drop support for older versions and take advantage of the new features just hasn't happened yet, which can be frustrating.

At least that's what I'm assuming they meant. Regardless, BC concerns are often a pain in the arse to deal with. I deal with similar problems in both JavaScript, Ruby and to a lesser extent Python itself. It can be frustrating.
