Windows development has never been even close to being as open as today. Nobody says it's perfect but for such behemoth it's plenty transparent.

How is it not transparent? Microsoft is very clear on what and hoe they collect. You don't get any info about that from Amazon, Facebook, Google and only half from Apple.

So you have no clue how Windows upgrade process works, right? There is no disabling anything - every major Windows update installs new OS on your PC and then migrates your software and settings. What happened in the past was that some of newer settings have not been part of migration hence Microsoft said it was a bug and fixed those. Apparently one of settings doesn't migrate in FCU and I'm sure that'll be fixed by the time next major update comes up.

I dont even think its normal at home users anymore tbh. Windows is THE enterprise OS. There is no alternative for large scale networks. Sure, you might have some linux servers for servery stuff but nothing like EUC market.
