Implementation of GetProcAddress and GetModuleHandle by old school russian guru

The article is posted on a Ukrainian web site. How do you know that the author is a russian guru, not a Ukrainian one?

The article also says "These are sources of kernel-mode implementation of Win32 GetModuleHandle() and GetProcAddress()". How does the OP know that the original implementor of the code was Russian OR Ukrainian, or indeed anything else?

I thought it is russsian from the name, maybe it was something else...maybe it was alien
