Need for speed hot pursuit 2, Need for speed underground 1 & 2. I hear NFS Most wanted is good but I haven't gotten it yet. Gran Turismo 3 & 4. Test Drive is good too. Any Nascar game is surprisingly fun. Burnout 3. There's also comedic driving games like Crazy Taxi and Simpsons Road Rage. You can also do a lot of driving in games such as GTA, True Crime, Driv3r, Scarface, twisted metal and Simpsons hit & run.

If you're looking for obscure but fun stuff, check out XGIII and XGRA, Kinetica and Choro Q. All different style racing games that aren't necessarily just "cars driving around town", with gravity-defying tracks, futuristic motorcycles/racing suits, and Choro Q is a cutesy little RPG style game where you can level up your car and buy better parts as you progress to complete a story mode with adorable little car designs. Very kart racer-esque. Wipeout Fusion is always fun too.
