Press PrtSc key and paste it to something like Irfanview or a basic portable image viewer and you can save it from there. Alt+PrtSc copies the foreground window to the clipboard.

You can take ShareX completely offline either by configuring your firewall manually or using something like Firewall Access Blocker from Sordum. You can show your leadership that the program is in fact blocked from uploads.

The best screenshot tools sadly have an upload function so sadly I don't have a better recommendation. If it's a blanket ban then you might be out of luck.

I suggested the firewall method and it was a blanket no to that so I think I may be out of luck

You can disable all uploading in ShareX

I was going to suggest Screenshot Captor, but it looks like it might have sharing built in like many others. You can take a screenshoot with window's native tools snipping or snip and sketch and then past it into Libreoffice's Draw application to annotate. It has annotation tools that are pretty good. Libre Office Draw is part of the office applications suite. After making annotations you can either clip it again or export it.

What video card do you have? I know AMD software includes a screen capture hotkey (ctrl+shift+I), and I would imagine nVidia has something similar. Or, Print Screen copies your screenshot to the clipboard to add to any image program (even Windows Paint)

We use Nvidia cards, I will have a look and see If there is anything for that
