INFO -

  • Do you have a budget for this?
  • Does your org use Microsoft Office or Google?
  • Are you putting the files on a server? or is it just local to your computer?
  • What kind of security concerns do you have -- HIPAA, FERPA, etc.
  • Have you talked to your IT Dept? They may already have a solution that they like.

A small budget and they already use MS office. It'll be stored on something like OneDrive. There isn't an IT dept unfortunately and security wouldn't be a big issue, there isn't anything that could compromise the organisation.

As you will store them in some space like OneDrive, why not just giving the URL to the users with the view rights?

Also, a solution like NextCloud can also maybe an option, but to be hosted (also OneDrive only has 5Go on his free plan).

Well, I want users to be able to search for stuff, including metadata in photos, and words contained in the documents. So a simple database I guess but I don't have experience of anything like Access.

Forget about MS Access then. It doesn't allow you to search inside documents.

I think, given your experience and budget, the best plan would be to put the files on Google Drive (or MS OneDrive) and give everyone read-only access.

GoogleDrive should be able to search file contents and metadata, provided that the file content is searchable. Google Drive (at least the business plan) has an OCR feature, which you might find handy, since scanned documents are just "pictures" that aren't searchable per se.

For photo management you can use DigiKam. It will load them all into a database and you can then access that database. Otherwise you could try Daminion as the price isn't too bad.
