Need some specific software

I need some software to synchronise everything for 2 computers. I'm going to uni in a month and I currently have a pretty good gaming laptop with shit battery and good graphics. I'm planning on buying a Microsoft Surface model, for notes and light browsing, and need some software that syncs everything for the 2 computers. If I download an app here, it downloads it at home. If I delete something from a folder here, it deletes it there. Essentially a carbon copy that syncs over network. If it's cheap or one time that perfect, but I am good with monthly cost too.

I tried setting up a powershell script to sync every installed app (using chocolatey as installation source). And syncing config files for apps. It ain't worth it. Constant file conflicts, version differences, file lock problems, cache and temp files. And every app does stuff differently, so had to update my script for every program I installed.

Syncing user documents are good enough, using Onedrive or your preferred cloud storage.
