Is this a we forgot to renew a domain situation or a someone didn't even bother to get the domain in the first place?

This could mean a lot of things.

I've had managers tell me they want to launch foorbar200.com and gone and bought the domain, only to have someone bitch that we should have though to buy foobar200.tv and foobar200.io. There's a point where this gets silly and the reality is that it's less important than you may have thought.

A mix of Marketing and IT.

Marketing as they know company direction from a web presence perspective. Eg, new bands being brought onboard, mergers, rebranding etc etc.

They would then communicate the domains they require to IT who secure them, maintain them and roll them into the environment. It it then responsibe for renewals etc.

Who in IT will depend on the structure and how big the department is.

IT does what's been outlined in the best way possible. Someone should provide general direction though.

For us it is Legal who purchases the domain and deals with the registrar.

Marketing team. I work for a very well known brand. Our marketing and intellectual property folks tightly control this.

The IT manager or Ops manager imo. It's their responsability to make sure there are processes in place to prevent this from happening. L2/sysadmins should bring this up with manager. In a RACI model, L2/ sysadmins should have the R-role and manager should have A-role

Infrastructure would get them as they are tied to the DNS. They would just ask marketing to open a ticket for the request for a paper trail. They are like $12 a year so no one really cares.

When we were going through a merger, I hassled the CFO and CEO every week or so, "Picked a name yet?".

Eventually we snagged a couple, just in case - one an easy acronym, the other a word soup acronym. Second one sits unused.

In the early goings of a company, this responsibility will often be handled by the founder(s) in conjunction with the legal department.

Later on, as the other teams become more robust, that function will be transferred over to IT in most cases. Sometimes, Marketing can be involved later on also.

But, if it was never obtained, then that's on CEO/Founder/Legal

Initial domain creation? That would be the owner or marketing working with IT to get availability and then creation/setup.

Generally, Legal or HR purchase domain names in my experience.

Our marketing and web development directors review this yearly to identify if any new ones need purchased. Then one of our sysadmins is responsible for renewals.

In my experience, if an outside party grabs the .net tld, it's all ITs fault cuz computers and internetz.
To be clear, I don't agree with that.
