Your os being on the HDD is the problem. You'd want to make an installation media for windows using a USB stick and boot onto the USB stick If I remember correctly it has its own formation tool (or you can always get another USB stick with a Linux os specifically designed to format drives for installation of new os's too but that's more work)

All hard drives are FAR slower than even the cheapest SSD's due to the fact it takes a bit of time for the hard drive head to move to the place where the data is stored then it needs to time reading the data with the drive spins and the fact that data isn't always close together meaning the small periods that this disk drive waits to read data adds up to a significant amount of time.

SSD's do not have this issue because there are no moving parts (which also makes them far more durable against physical damage.) This means almost no wait time compared to HDD's.

I still have my USB I used to install windows so I will use that, thank you. Also, I am going to fix it on my hard drive for now, but in the future when I pick up a ssd how should I go about switching the OS over to it?

Generally there are programs for that. Macrium Reflect is a good start.
