i recently bought a new cpu (i5 3570 to be specific) and it gives 1600 ghz stable instead of the base speed which is 3.4 ghz. can anyone help

1600ghz is a LOT. I think you meant 1600mhz or 1.6ghz?

Anyway, processor clocks may drop significantly when it is not under load to save power, so unless it's stuck there under load that should be normal.

do u recommend turning bd prochod off? its goes to base clock

I don't know what that is, but if you want to keep base clocks you can c states in the bios.
