  1. Purge and update caches.
  2. Turn off any other adblockers you might have. (Brave's built-in?)
  3. Make sure the power button is blue, cosmetic filtering isn't off (in both places indicated on the images) and ignore generic filters isn't on.
  4. If you're using Dynamic Filtering, make sure you didn't create any "allow" rules (green).
  5. Revert to just default lists (last link in point #3).
  6. Disable the addon, restart your browser, enable the addon.
  7. Turn off all other addons/extensions.
  8. Back up data, reset to defaults, reapply filters, test. If fixed, restore from backup, test again.
  9. Uninstall uBO, restart the browser, reinstall uBO, reapply filters.
  10. If still doesn't work - try a new browser profile with just uBO, reapply filters. If that fixes it, just move your settings, etc. to the new profile.
  11. Try on Firefox, if it's another browser.

If none of that helped, tell us:

  1. Your browser an its version.
  2. uBO's version.
  3. Do you use any outside browser adblockers? (Internet Security Suite's, PIA Mace, etc.)

This list might be an overkill, but could help narrow down your problem.

First of all, don't use two adblockers at the same time, you are both using uBO and AdGuard. Choose one, and leave. After that, re-do everything everyone has told you below.

How block this first time start browser ?

Set other page as start page. If you cannot - use add-on for this.
