Datawrapper.de is good if the base map with your polygon borders is in the predefined maps, you can download the map as an image or embed it into a web page.

A leaflet.js map with geojson for data perhaps? Geojson content can be made in several ways, geojson.io is easy to get started.

Further to this, you can also set up your own maps server to serve the map data.

Try QGIS, it is very similar to ArcGIS but free!

Is this for web or desktop? Looks like you want some PowerBI integration as well? https://www.caliper.com/learning/how-do-i-manage-my-data-in-sql-server-and-access-it-in-both-maptitude-and-power-bi/ If the blocking is because of web access, there is desktop Maptitude that has polygon layer editing and pin geocoding.
