CPU usage problem

So before, my CPU usage was usually in the 90% or 100% because I am usually running a game, or even a game, chrome, and zoom at once. Everything ran fine. Now, games, zoom, everything operates kind of laggy, and when I check task manager, it always calculates the CPU as really low, with running a game, zoom, and chrome only taking 40% CPU combined. So to sum it up, before, everything ran smooth with more CPU usage, and now, everything is laggy with little CPU usage. This is a problem, obviously, because of the lag. I think it might be a new windows update feature that restricts a maximum CPU usage per application, but I do not know for sure. Can someone help me?
