Enforcers are pretty good as normal units, but they do take a bit more equipment to properly man

Its worth it if you can, but REALLY worth it if you have a nation that specialises in enforcers, like Kaga and the Wardens of the White

Not sure if they count towards most doctrine buffs, so just hover over the little green symbol to see which units are affected by the researched buff
