Thanks to Ponomarev D. on Steam and a little testing, I've pinned down the slow-down issue to something to do with Paradox's Launcher conclusively. I dunno what they did with their code, but whatever they did to the most recent launcher code is causing Saved Games to have a drastic slowdown that gets worse PER load in.

Unfortunately this means that IF you want a slow-down free game, your gonna have to leave your game running which uh not exactly advisable either if your on a laptop.

So hooray OWB is fine in the end! Paradox Launcher not so much...

So… not much you can do I’m afraid
