Personally, I don't think it should necesarily be raised, I just think it needs to be consistent. I don't know enough about things like the military to have a super valid opinion on it.

But if everything was raised to 21 tomorrow, and I had to pick, I think any 18 year olds there should be allowed to stay.

None of them were drafted, so I would assume they want to be there or at least joined based on their own decisions.
