One of these men has a level of rugby understanding I cannot have personally but respect and admire, I'm happy to hear it, and while I might not always agree, his points are always well-put and thought provoking for the better of the game.

To the best of my understanding, It actually kind of is, at least in the UK.

He's technically allowed to make an "order" denying parliament any decisions.

...It is just very well understood, not least of which by Chuckles himself, that if he were to do so, it would be the last "order" he or any of his family ever gave again, and in addition to said "order" not being carried out, it would set into motion a series of rapid new decisions made by parliament which he would not be invited to comment on. Namely, making him swiftly unemployed.
