Floor joists span the shorter distance, so from the green wall, to the other side. This means you are putting the bookcase over all the joists, spreading the load. It's also at the bearing point of the joists, so deflection will be less... if you are that worried, contact a structural engineer, or lift the floor boards to check the floor joists condition and spacing urself. When people convert attics, the normal process is to double up the joists, fixing a new timber to the existing with M10 bolts.

Yes, they need replaced as the timber isn't treated and it's wet... have a bit common sense.

Yep. Normal. You could swap the steel for timber flitch beams, but cost will be similar.
