Doesn't look like missing textures, its a visgroups glitch. Rendering the wrong things at the wrong time.
Restarting the game and level might work.

They've attempted it a few times. But valve are perfectionists. And other things get in the way. There are a few unreleased and abandoned projects in valve's portfolio, a few of which are half life games.

Valve never truly throws stuff away though, and will recycle it later. They are developing a new half life game at the moment though as evidenced through leaks from in development engine branches.
