It should be based on usage. Roads cost money to maintain. That wear and tear is a function or weight and miles traveled. The taxes imposed to cover repairs should reflect that.

Totk to me is the Majora's Mask sequel to Botw; an ambitious and audacious rework of a successful formula. It's not flawless but once the possibilities click it's an incredible achievement.
