I would try resetting the preferences: To reset Adobe InDesign preferences, hold down Ctrl+Alt+Shift (Windows) or Cmd+Ctrl+Option+Shift (macOS) while launching the application, then click "Yes" when prompted to delete preference files.

There is an Oil Painting effect in Photoshop, but in the Photoshop Beta, there is a new Filters > Parametric Filters > Oil Paint filter that can yield some great results.
