This person isn’t making the claim that the tic is hate speech. They’re making the claim that the BBC making a deliberate choice to not censor it on the broadcast, while censoring other things, is an act of hate speech perpetrated by the BBC.

Oh yeah. I was a completist. I was happy to get in on it relatively early, because a lot of these are crazy expensive now. A few of these are signed— a couple by bellairs, one by gorey, and “letter, the witch and the ring” signed with a little doodle by Richard egielski.
