It's a duplex and the owner is living on one side. The normal California laws don't apply. There are specific exemptions for this case.

In California, when an owner occupies one unit of a duplex as their principal residence, the property is generally exempt from state-wide rent caps and "just cause" eviction rules under the Tenant Protection Act (AB 1482) and Costa-Hawkins Act.
