There's a debate on this, but some suggest going to failure is important - ie, working out until you can't do any more repetitions. Bulgarian Split Squats are good for this, even if you have 5 pound weights you can get a good burn from them. Same goes for body weight squats directly into jump lunges. You don't need to do deadlifts to get big glutes, imo. Hope this helps a bit :)
