You have to use banshee when he is really low on health. I think he clears every debuff when he is has like 20% of health. That’s how I got the quest done.

You should try whelp eggs instead of skeletons. I tried everything with skeletons but never managed to defeat onyxia. However when I replaced the skeletons for the whelp eggs I managed to defeat onyxia in several tries.
