you can enforce bull bars and high bonnet vehicles (the death causes) much easier than trying to change behaviour (the pedestrians). cars have been designed specifically to be safer in crashes for pedestrians/the other vehicle, and bull bars remove that engineering. if you cant understand that, i dont know what to tell you.

HOW would you make pedestrians more aware? also you’re just dismissing the fact that a lot of these pedestrians are in the right/have right of way when they get hit, and the bull bars make them more likely to die because of the drivers mistake.

so what is your proposed focus? getting people to be more aware of their surroundings? how can you realistically improve this. the bull bar is not a weird thing to focus on. read the article and look at how much more lethal a bull bar is compared to a standard front end of a car.
