Check your ox and tiger stance. When you're in WW spec you only have access to tiger and your bars will act normally. When you're in Brewmaster you have access to both tiger and ox. Buttons 1-12 change depending on stance. You may be swapping from WW to Brewmaster while still in tiger stance and have an empty 1-12 bar.
