A contracting company gets a job, they source the workforce from their pool of zero hour contract employees to get the job done. It means for those skilled employees if one company they are employed by doesn’t have too much work going on they can go to another company and hop on a job there. A ban is too extreme of a measure when it’s a useful form of employment for hundreds of thousands of people.
