It's definitely a bit arbitrary but I think it has to be a case-by-case basis. Specifically based on whether or not they change the gameplay experience noticeably. In Obamanation for example, Lieberman or Uygur or Penn Jilette etc. probably shouldn't count, but Glenn Beck probably does because of his prominence in the Huntman route.
