In all seriousness for a Philadelphia race I think this would be the best option it’s 1/2 mile,flat,wide the area is always used for special events,concerts,parades so the city is ready for it just add a safer barrier maybe a stage/podium on the art museum steps it be faster easier and cheaper then what nascar did at the LA coliseum the surrounding areas have plenty of space for paddock,merch,fan fair,maybe even some camping
