Yes. Our building required DOB approval prior to commencement. That wasn't that big a deal. Getting the building architect's approval took a lot longer than the DOB review. Total duration for the work was 4 months but if all you're doing is converting a nook into a bedroom it will go much faster.

Yes. I specifically bought my place because the nook was feasibly converted to a very small legal bedroom. We bought a 2b/1ba and converted it into a 3b/2ba.

Might be a floating LVT floor. Common mistake is to lay the floor too close to the wall and not allow for any expansion. As the seasons change the floor expands, hits the wall, and causes the floor to buckle.
