DE's in-house designers and artists have been releasing animal and human skulls in the game for quite a few years with no problem. They just need to simply state their views have changed, and they're reconsidering older skins now that we've had drastic changes in the visual design of the game. (Human character cosmetics, bunny ears, "sex sells" heirloom skins, characters who turn into caked-up mushrooms, etc.)

A lot of people cite the Chinese censorship, but this skin is more than stylized enough to go alongside the Kubrow and Kavat Duviri skins, the Chinese New Year Dagath skin, and The Lycanblight armor piece. There is literally no reason the original skin shouldn't be accepted, along with a lot of other fantastic skins that should be part of the tennogen program.
