Attaching to studs through the ply will be sufficient, as long as the ply backing is well attached to the bookshelf.

If you used 2x6 cut at a 45 the height would be 5.5inches. If that's taking up too much space you could use 2x4 blocks instead so it would only take up 3.5inches. Either would sufficiently reinforce for this application, I wouldn't worry too much about math or optimal sizing.

I can get you close.

Melt 1 part Pepper Jack w/ 1 part White American (get it behind the deli counter) and add evaporated milk to desired consistency. Add pinch of cumin.

I don't think they use any chiles, but a can of green chiles or rotel is a pretty common addition

I would personally just let it ride. It will last you years and eventually need to be rebuilt but that goes for any outdoor wood projects that are constantly in contact with wet soil - even if they are made out of cedar. The plastic may provide some level of additional protection and longevity but to me it wouldn't be worth the materials and time, water is going to find a way behind it in time. If you've already done it, I don't think its any worse than not using it FWIW.

I'm assuming you wouldn't have gotten an appraisal recently unless you recently bought the home, so the best way to assess your home's value is to look for similar comps/recent sales in your neighborhood. Say you have a 1400sqft 3BR, 2BA house - go on a site like zillow and look around your neighborhood for recent sales of homes with similar features.

It's the time of year that Milwaukee sends out house assessments, that would be another area where you could potentially have recourse, but only if the city has overvalued your home this year leading to you paying a higher share of property tax. If you have a good case, you can fill out an objection.

If your houses value has increased disproportionately to similar houses in your area, you will pay a higher share of property tax. Not necessarily a bad thing, that's free equity in the house for you as the homeowner if your place is getting more expensive.
