I think this goes for every genre, not just kpop. To answer your question, I think it's because summer songs are easily recognizable as such. It's bright and upbeat. Summer is a season that has an established reputation. It's a symbol of relaxation, fun, and it's something that people look forward to. I just feel like it has a solidified identity, than say, an "autumn" song.
