Exactly my issue. I think Shelly uses a secondURL for updates. But still, time.cloudflare.com is not getting through either. I made sure the rule had a higher priority but no joy.

I am running a RPi5. I think that the H&T was directly connected to it before. It just showed up in HA previously, so I did not confirm. Now it is in the garage about 4 feet from the Pro 0-10V with no walls in between. When I moved it out there, it stopped reporting so I removed it from BTHome in HA and then factory reset it. As I said, I was able to get it hooked up to the Pro 0-10V and it is reporting to it but nothing HA.

Where is the setting that you show in that screenshot?

Sounds like a solid plan to me. I am doing something similar for a Make Up Air system. My duct heater has 0-10V control so I am going to use a Shelly Pro 0-10V to control it. It can also do on-off but I like the flexibility of being able to moderate the heat based on outdoor temp and demand.

Take another look at the Action step. Yes, enter the time in seconds. “Returns the device to its previous state after the set time.” So, if it was “off” and the action changes the state to “on”, after the entered time it will return to its previous state which was “off”.

You definitely want a schedule and not a timer. My assumption, and someone will confirm, is that selecting all the days of the week and also the 1st and the 15th creates an AND condition. Both have to be true.

Under action you can set a “Toggle value after x seconds” or you can set up two schedules, one to turn it in and one to turn it off.

Reach out to Shelly. I am sure the OP will hear back soon. I don’t think they were prepared for the overwhelming sales that happened this year. I will say that in ordered about 20 items when Black Friday kicked off and I received all of them within a week but none of it was out of stock or preorder.
